it goes without saying that all of us in this city and certainly all of us in this room have been thrilled to see the giants win a second championship in the course of 24 months. there is much to celebrate. unfortunately, a number of individuals used that celebration as an excuse to engage in activity that ultimately is simply reprehensible and unacceptable. we had a number of events that happened in the mission and specifically on mission street. we had a number of trash bins that were set on fire, and we had following the victory many businesses that were covered with graffiti along the mission street corridor between 16th and 24th streets. i had the displeasure of having to survey the damage that was left that next morning, and i can tell you that it is really upsetting and frustrating and angering, actually, to see so many businesses tagged for no reason. i spoke to many of the property owners and many of them are small businesses that are already struggling in this economy and that they have to deal with the aftermath of something like that is simply unacceptable. i want to take this

maybe we have enough data but we're not collecting the right useful data. everyone agrees that hiring for technology needs to be improved. technology is a highly dynamic and ever changing field. no one can predict the five years of technology or what talent will be required. of your cell phone. the administrator requires a staffing plan. doesn't exist. there maybe hurdles to overcome but hiring as permanent exempt is better than the traditional civil service for technology. it reduces time to hire. it raises proakt of attracting top talent. it means hiring mistakes can be corrected easily. it's done elsewhere in the city. lawyers and our attorney departments do have at will status for the same reasons as we find with technology. isn't it worth the effort to match talent with what is needed? culture is a mighty force. it provides comfort in it's traditions. it's a safe haven u because it's tried and accepted. it's reinforced because it's troublesome to change but culture all blinds to the other ways of doing things evening if the other ways hint of doing bet

so they are reporting back to us when they are having these conferences. and so they are doing these conferences between now and november 19th. and so they are meeting with students in each of those four categories. definitely in the students that commissioner fewer talked about, who are missing a benchmark, and making a plan with them for when they are going to make up those credits. and so that is occurring now and the counselors all have that information. the counselors received the names of their students under each of those four categories. so if i am a high school counselor, what i receive from my junior class was a list of all of the students who are in -- who are missing benchmarks. along with their program status, if they received special ed services or if their limited english proficient and also showing which class they are missing from the benchmark. so it shows whether it's math, english, social studies, science or pe. so they receive that report now that we have drilled down with the data. they have received that report for each group of stud

one of us is going to hurt. they sleep at the foot bridge down at the school nearby. and i saw the custodian trying to lead somebody out, and i explained to him that this person is mentally ill, what was wrong with him, what could be done to save them. now, mitch katz went down to work on mental health ward to keep his medical license. if you talk to a psych emergency services doctor they'd tell you he didn't know what he was doing. they'll tell you further he forced out dr. bob oken as the chief psychiatrist in san francisco. bob oken is one of the greatest psychiatrists in the world. he's a pillar of doctors without borders. he's treated people around the world. he was the director of mental health in massachusetts. he was a director of mental health in new hampshire. he's practicing on market street in private practice now. the reason he was forced out is because he wouldn't get people out of the acute ward beds when they were going to die on the streets because they hadn't been stabilized. and if you take people and you put them in a ward, you can stabilize them.
